Latest News: Menpan RB: Not all ASN can become Komcad, there are requirements and quotas

Minister for Administrative Reform and Bureaucratic Reform (Menpan RB) Rini Widyantini explained that not all ASN can take part in Reserve Component (Komcad) training. Rini revealed certain conditions that each individual must fulfill.
“But not all ASN employees can become Komcad. There are requirements in the law. Even the Ministry of Defense has quotas,” said Rini at the Kemenpan RB, Jakarta, Tuesday (24/2/2026).

Rini said the training took around 30 to 45 days. He emphasized that as long as the training was carried out, public services would continue to run.
“So there are indeed concerns about public services. Public services must continue as they are, yes, but there is an obligation for us to take part in not joining Komcad and leaving straight away tomorrow, no,” he said.
Rini said that the mechanism for becoming a Komcad is that ASN can volunteer or be submitted. However, those who apply must also meet other requirements.
“It can be an assignment but it can also be voluntary, but if you volunteer, you can’t do it if you don’t meet the requirements,” he said.
The Ministry of Defense said 4,000 ASN would be trained to become Komcad starting April. The Ministry of Defense has asked 49 ministries/institutions (K/L) to send the names of ASNs who will be trained to become Komcad.
“Maybe at the end of next month, maybe April, maybe we’ll start later,” he added.

Donny explained that the names of ASNs given by ministries/agencies would be selected first. Training will last approximately 2 months.
“I think this will be in line with their duties at ASN. It’s only been about two months since they received this Komcad training. After that they will return to carrying out their duties as ASN. So there will be no obstacles or conflicts with their duties later,” he said.
