FAJAR.CO.ID, JAKARTA — Governor of Riau, Abdul Wahid increased the budget allocation for the Department of Public Works, Spatial Planning, Housing, Settlement Areas and Land (PUPR PKPP) of Riau Province for road and bridge construction projects for the 2025 fiscal year.
The budget for the road and bridge construction program experienced a significant increase of 147 percent, from IDR 71.6 billion to IDR 177.4 billion.
This budget increase turned out to be a way for the governor to get the preman quota which was set at 5 percent of the project budget.
This was revealed by the Corruption Eradication Commission (KPK) regarding the alleged corruption method of the Governor of Riau who asked for a “preman quota” of IDR 7 billion from the budget increase.
Deputy Chairman of the Corruption Eradication Commission, Johanis Tanak, explained that this case started with a public report which was then followed up through investigative activities which resulted in an arrest operation (OTT) against Abdul Wahid and a number of officials within the Riau Provincial Government.
Tanak explained that the bribery practice began in May 2025 when the Secretary of the Riau PUPR-PKPP Service, Ferry Yunanda, held a meeting with six Heads of UPT Regions I-VI at a cafe in Pekanbaru.
During the meeting, the participants discussed their ability to provide a fee that would be paid to Abdul Wahid in return for the addition to the 2025 budget.
“The fee is for the addition of the 2025 budget allocated to the UPT Roads and Bridges for Regions I-VI of the PUPR PKPP Service,” said Johanis Tanak in a press conference at the KPK’s Red and White Building, Jakarta, Wednesday (5/11).
