1. Obligations to Use Applications and Nusuk Cards
The government emphasizes that there is no hajj without valid permits. The Hajj Visa is the only permission approved to perform the rituals for those coming from outside the Kingdom.
Congregants are strictly required to download the “Nusuk” application. Apart from that, pilgrims are required to always carry a physical or digital entry card, because this card is the main entry access to the Grand Mosque and Holy Places.
2. Transportation and Mobility Guide
Access to congregation movements has been systematically regulated using official fleets. When using the bus fleet, pilgrims are asked to always wait in the designated area and adhere to the group schedule.
The government also facilitates the Holy Site Train for mobility between points of worship. For inter-city transfers, pilgrims can use the Haramain Fast Train. Congregants are advised to always be alert to unlicensed vehicles.
3. Health and Weather Fatigue Prevention
To prevent the risk of heat exhaustion, pilgrims are required to drink sufficient amounts of water continuously. Apart from being required to bring an umbrella when going out, pilgrims are strictly prohibited from leaving their tents during peak hours.

The government has set up a hotline to ensure the safety and comfort of Allah’s guests. If the congregation finds any service negligence from any party, the congregation can report it to the Congregation Service Center at number 1966.
