The controversy over the implementation of the Mapping of Prospective New Students (PCMB) and the 2026 West Java New Student Admissions System (SPMB) is entering a new phase. A number of parents and educational activists reported the West Java Education Service to the Indonesian Ombudsman.
This report was submitted after a series of problems colored the implementation of PCMB and SPMB, starting from application disruptions, the complaints process being considered slow, to the large number of public complaints coming directly to the West Java Education Office.
Chairman of the Indonesian Retired Educators Association (P3I) West Java, Iwan Hermawan, assessed that there were indications of maladministration in the implementation of educational services.
“We see indications of maladministration violations committed by the West Java Education Service. One of them is poor service to the community which results in huge losses, in terms of energy, costs and thoughts for the community,” said Iwan after submitting the report, as reported by detikJabarMonday (15/6/2026).
According to Iwan, the form of bad service in question occurs both in digital services and face-to-face services that the public receives during the PCMB process.
“First, bad digital service, the application system often has errors, creates anxiety, and announcement times are unclear. That’s what we mean by bad service,” he said.
Apart from application problems, Iwan also highlighted the complaint service which was deemed unable to accommodate the large number of people who were looking for solutions to various registration obstacles.

PakarPBN
A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.
The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
