National Police Chief General Listyo Sigit Prabowo responded to the proposed opportunity for professional civilians to fill a number of key non-operational positions within the National Police. The National Police Chief said that his institution opened up space for ASN to occupy certain positions.
“Yes, we do provide reciprocal space for ASN to join the police,” said the National Police Chief to journalists, Sunday (7/6/2026).
The National Police Chief brought up that National Police personnel had been given space to occupy civilian positions. He said the policy was reciprocal so that ASNs also had the opportunity to occupy certain positions in their institutions.
“When we are given space outside the structure, we also provide space for ASN outside the National Police to be able to enter the National Police,” he said.
This proposal was previously made by the Minister of Human Rights (HAM) Natalius Pigai. Pigai proposed that the Revision of Law (UU) Number 2 of 2002 concerning the National Police of the Republic of Indonesia (Polri) be a momentum to strengthen professionalism, civil supremacy and democratic governance. The proposal is to open up opportunities for professional civilians to fill a number of key non-operational positions within the National Police.
According to Pigai, the positions that can be filled by civilian elements are not positions that are directly related to the main operational duties of the National Police. This position covers areas of strategic managerial and administrative support, such as planning, human resource management, internal supervision, digital transformation, financial management, personnel, and organizational governance which is equivalent to middle or echelon I high leadership positions.
“I propose that one of the material contents of the revision of the National Police Law is to open positions for main officials in the Police that can be filled by civilians. Of course, positions that can be filled by civilians such as administration, finance, inspectorate or personnel are not directly related to the main duties of the police,” said Pigai in response to journalists’ questions regarding the revision of the National Police Law, Friday (5/6).
